With the Widerspruchsbescheid, the office decides on your Widerspruch.

The office can agree with you fully or partly. But it can also reject the Widerspruch. Then the Bescheid stays as it is.
There is no new Widerspruch against a Widerspruchsbescheid. The next step is usually a Klage (lawsuit) at a court.
