What does Freibetrag mean?
A Freibetrag (allowance) is an amount that is not counted, for example for tax or for a benefit.

For tax, you pay no tax on the allowance.
For social benefits, for example from the Jobcenter, part of your income stays free. It is not deducted from the benefit.
The Bescheid usually says which allowances the office took into account. Check whether one is missing.
